John T. Doolittle – Former U.S. Representative & Conservative Leader
John T. Doolittle was born and raised in California and served as a United States Representative from northeastern California from 1991 to 2009. As a member of the House Republican Leadership, he held the positions of Secretary of the House Republican Conference (the sixth-highest leadership role) and deputy whip. In 1995, alongside Reps. Dan Burton, Ernest Istook, and Sam Johnson, John co-founded the current Republican Study Committee, now the largest Republican organization in the House of Representatives.
During his tenure in the House, John served on multiple committees, including Appropriations (where he was Vice Chairman of the Energy and Water Subcommittee), Transportation and Infrastructure, Resources (as Chairman of the Subcommittee on Water and Power), Agriculture, and House Administration. Before Congress, he was a member of the California State Senate from 1980 to 1990, serving as Senate Republican Caucus Chairman (the second-highest Republican leadership role) and as a member of the Committee on Rules, elected by the full Senate.
John was a strong advocate for limited, accountable government in line with constitutional principles, secure borders, responsible public land management, and policies supporting energy development and multi-use national forests. He championed criminal justice reforms such as the Victims’ Bill of Rights and mandatory prison terms for violent sex offenders. A defender of constitutional rights, he prioritized free speech, the Second Amendment, private property rights, and education reform, supporting charter public schools. Additionally, he promoted tax reform, spending restraint, and a balanced federal budget, which was achieved for four consecutive years under the Republican Congress until the 9/11 terrorist attacks.
John earned his A.B. in History with honors from the University of California, Santa Cruz, and his law degree from the University of the Pacific, McGeorge School of Law. A member in good standing of The State Bar of California, he has worked as a registered federal lobbyist since 2010, specializing in representation before Congress and federal agencies. He currently serves as president of Congressional Colleagues, LLC, based in Virginia.
A devoted member of The Church of Jesus Christ of Latter-day Saints, John served a two-year mission in Argentina from 1972 to 1974. He and his wife, Julie, celebrated their 46th wedding anniversary in 2025. They are the proud parents of two children, JT Doolittle and Courtney Judd, and grandparents to seven grandchildren. They reside in northern Virginia.
